July – Aug, 2007 – Appointed Consultant by the UNDP to undertake a Mid Year Review of its activities/interventions in Nigeria, in four broad thematic areas of intervention, Governance and democracy, Energy and Environment, Poverty Reduction and HIV/AIDS. Mandate was to: Conduct assessment of programmes performance against work plans, Identify key operational problems encountered in implementation and make recommendations on findings and the way forward.

April 2006 – Dec 2007, Project Manager. (BBC WST/INTEGRITY) Nigeria Budget Monitoring Project. (EU/DFID funded about 1.5million Euros). The project was aimed at empowering citizens of six EU focal states in Nigeria to influence budget formulation and monitor public spending. Through media training to enhance skills in budget, economic and financial reporting and stakeholder coalition building for improved voice. www.budgetmonitoring.org

Sept 2006 – March 2007, Associate Consultant to the Bureau for Public Service Reforms (BPSR) on the Nigeria Public Sector Integrity Project. Developed Ethics and code of conduct training materials for the Nigerian Public Service.

Sept 2006 – Dec 2006, Developed a generic Budget Monitoring Training Manual for the World Bank supported Government/Civil Society Partnership Programme in Nigeria.

Jul 2006 – Nov 2006, Project Manager, on the Assessment of Budget Monitoring and Price Intelligence Unit (BMPIU). The project was aimed at assessing its over three years of existence and effectiveness or otherwise as an anticorruption mechanism for combating corruption in government public procurement and expenditure. Sponsored by the Heinrich Boll Foundation and WEDC, Loughborough University, UK.

Feb 2006 – July 2006, Associate Consultant on the Review of Abacha Loot, by the World Bank. Offered Analytical and Training Support for Budget Monitoring Survey- contribution to the Nigeria Public Expenditure Management and Financial Accountability Review (PEMFAR) on the review of expenditure of the 500million USD Abacha Loot. Presented a paper on “The Fight against Corruption the Role of Education.” The paper presented education as a vital tool and vehicle for value and mind re-orientation for a corrupt free society.

June 2004, Lokoja. World Bank/UNODCP/DFID. Chairman of Session at a Strategic Planning Workshop for the ICPC. The workshop evolved a strategic action plan for the fight against corruption in Nigeria.

Oct 2003 – April 2004, Freetown Sierra Leone, World Bank Resource at an International Workshop on “Access to Information for Improved Governance and Economic Development in Africa”, Presented papers titled “Good Governance and Collective Action” and “Pushing for access to Information the Role of Collective Action”. Both papers stressed the need for participation, inclusion and subsidiarity in governance and explored strategies for coalition building.

Sept 2003 -2005 Consultant to the National Council for State Courts, Nigeria Rule of Law Assistance Project. I trained judicial officers and court employees on Ethics and Code of Conduct for Court Employees in Nigeria (at various workshops).

Aug 2003, Abuja. World Bank Resource at a Regional Workshop on, Good Governance and Information/Records Management. Presented a paper, on “The Role of Non State Actors in Improving Governance in Nigeria”. The paper stressed the characteristics of good governance and the importance of subsidiarity and devolution in bringing development closer to the people for improved service delivery.

Feb – March 2004 Resource to NERDC/ICPC on the Development of National Values Curriculum (an anti-Corruption programme for schools). I was responsible for Evaluation and approving the anti-corruption content of the curriculum.

Jan 2003. Lusaka, Zambia. Discussant at a world Bank Regional Workshop on, “Governance Monitoring and Coalition Building.” Explored civil society capacities and entry points for effective monitoring and evaluation of government policies and programmes.

July 2002. Discussant at the Strategic Planning Workshop for the Reform of Nigerian Judicial System (Budget Matters) Nigeria Rule of Law Assistance Project. By NCSC/ USAID. Recommendations to the Federal Government, the National Assembly and the Judiciary led to reforms in the budget approval and execution process of the judiciary in 2003.

June 2001. Abidjan, Cote D’Ivoire. World Bank Resource at a Regional workshop on Capacity Building for Oversight and Watch-Dog Institutions.  Made a presentation on “Platform for Effective Oversight and Watchdog Institutions.” The paper stressed amongst others, political will, independence, capacity, public support, participation, funding, information etc as prerequisites for effective institutions.
